[Qgis-psc] shortened list of categories on QGIS bug tracker

Hi,
Thanks Mathieu. I was about writing a kind of same proposal: if the aim is
notification, then mapping a category with a list of dev and send them the
notification, without having the assignee category filled in the GUI.
