[Qgis-psc] shortened list of categories on QGIS bug tracker

I'm also -1 to auto assign the an individual developer. That said, when
someone file an issue against a given category, is there a mailing list of
devs being pinged? For eg if a user files an issue categorized as
Expression Engine, an email is automatically sent to Nathan, Matthias, etc.
That's the only thing I see being positive about auto assignment, in that
it helps devs focused on a given area an overview of incoming issues. But
we can't have public auto assignment, that's just sending the wrong message
to the person who filed the issue.
