[Qgis-psc] 2018 dev meetings

Hi Andreas,

Lene and the guys from the Madeira regional government had a Skype
meeting a couple of weeks ago. It was supposed also me to be in the
meeting but had to drop for technical reasons. Since I was super busy
and didn't had chance yet to call them to know how it went.
