[Qgis-psc] PayPal available again for donations

Hi PSC,

This is to inform you that the PayPal account is restored/available again.

On Friday I had another phone call and told them that we are very
dissatisfied with how they handled the process and that we are looking into
alternative payment systems. Maybe that helped that they got their act
together. A little bit of ranting maybe sometimes helps.

The support guy on the phone said that the compliance/account checking team
is a different team in a different country and they are sometimes slow to
respond.

Anyway - it is good that the PayPal donation channel is open again and we
should now build up the alternative payment solution (Stripe) to get rid of
the PayPal later.
