[Qgis-psc] Performance tests QGIS Server

Hi,
Moreover, I plan to work on that at the hackfest starting tomorrow.
The idea of the testing framework is that we ship open datasets and that
anyone can add new test cases, test it locally and when needed, push it on
the new dedicated server.
Concerning the results, Qgis server 3 clearly has issues for lines and
polygons, but it is unclear if desktop is also affected. We are working on
a standalone desktop testing script to address that.
Paul, if you are available on IRC / zoom for the next 3 days, that would be
a perfect timing for a synchronized sprint.
