[Qgis-psc] Proposal: compensate Jürgen for his additional work around packaging proj6/gdal3 in OSGeo4W and Windows CI

Hi, 

As you all have noticed, Jürgen had substantial additional work to do
around packaging the new versions of proj6/gdal3, and offering still the
old proj5/gdal2 in parallel for older QGIS versions (e.g. 3.4 LTR). In
addition, he worked on Windows CI / Azure pipelines. 

I propose to compensate him for 4 days /32h (EUR 3200). We still have
enough funds available for this. 

@Paolo: should I open a new issues for this on Github and we would vote
there?
