[Qgis-psc] Lack of information about certification program on qgis.org

Hi,

I agree with Michal. That information is hidden away at changelog.qgis.org
- while it should be clearly visible on www.qgis.org.

Something to fix during the A Coruña meeting (if noone can do it earlier).
