[Qgis-psc] Closing 2019 AGM

Hi all,
the 2019 AGM is now officially closed. I have saved the Loomio results.
We have this week to prepare the minutes. All motions have been passed,
but the change in release schedule proved controversial, and I propose
to resubmit it to the PSC for further consideration.
