[Qgis-psc] Draft of environmental policy

Hi Tim,
thanks for the edits. Please open tickets about the issues you encountered. I think this instance of nc is slower than it should be. I edited md files, and it was smooth. Please note that there is work underway on this, thanks to Regina Obe.
