[Qgis-psc] Draft of environmental policy

Hi all,
Thank you all for your input. I think it reads much better now ;-) and
is a bit less indoctrinated.
On remote participation I added the following sentence:
Remote participation: For participants who cannot attend in person it is
encouraged to enable remote participation at the contributor meetings
through scheduled discussions and video conferencing.
Please add/correct your thoughts.
Other than that I would like to send it to our voting members tomorrow.
