Update:
Tim was able to grant me Admin on #qgis:matrix.org,
with such permissions I added a #qgis:osgeo.org alias
and published it to the OSGeo Matrix Homeserver
(matrix.osgeo.org)

Please PSC members comfortable with Matrix log into
that room and I'll further share Admin credentials there.
