[Qgis-psc] closing issues of implemented QEPs on the GH repo

Hi all,

I find that the current list of issues on the QEP repo is a bit cluttered
with 140 open issues.
https://github.com/qgis/QGIS-Enhancement-Proposals/issues

I would recommend that we close all issues (=QEP) flagged as implemented.
They would be easily found back if needed.

Next step is obviously to clean the list a bit (flag as implemented,
rejected).

If no one complains, I'll do it in a few days.
