[Qgis-psc] Grants 2020 preparation for voting

Hi Anita,

Here is a first draft of a one page summary of the grants to be voted on.

It's quite tricky to report the discussion without looking too negative. I
hope this is neutral enough. I am totally open to suggestions, obviously.
