[Qgis-psc] QGIS repository access rights for Germán Carrillo

Hi QGIS PSC,

Germán Carrillo is a long time active contributor to QGIS. He has 
recently started to invest more into core development.

He asked me today to set some labels on a pull request he did. I think 
he should be able to set labels on pull requests himself. Can someone of 
the PSC grant these rights to Germán?
