[Qgis-psc] [vote] PSC seat count

Hi Andreas,

I probably didn't explain myself well,

the statutes say

> Prior to the election, the outgoing PSC determines the total number of
seats of the incoming committee.

So we do have to decide, what I'm suggesting is to not only fill
Richard's vacant seat, but to add one more person. As you say "We can
define how many people we want to have on the PSC". For that we need a
PSC decision and that is what I wanted to vote on.
