[Qgis-psc] QGIS 2021 budget proposal

Dear QGIS contributors,

PSC discussed today the 2021 budget and is looking for feedback.

Did we miss some upcoming expenses that are not yet listed in the budget
proposal? The plan is to put this up for voting in December, so we have a
budget at the beginning of the year.
