[Qgis-psc] Establishing an Official QGIS User Group Philippines [Steps to Take]

The spanish group use

1) mainly telegram
2) almost nothing of mailing list since there is telegram (loosing a lot of
best practices and example slost in the chat river)
3) almost nothing of facebook channel (as far as I know), I do not know
others

- we use the mailing list for anything is official regarding the user group
association (.g. voting, assembly etc etc)

btw we created the user groups after real meetings and personal knowledge
among us (we have a spanish foss4g meeting every year) and after a real
measurement of interest to setup a user group .e.g nothing virtual or as
someone said " there is nothing more fake that a facebook friend".

e.g. as far as i know the recently created Argentinian user group started
from different virtual groups (argentina is really big) that converged in a
single groups. A phisical group was planned during planned foss4g that was
cancelled due to COVID19, btw they asked the "best practice" how to setup a
user group to the spanish one and other foss4g resources before moving
forward.
