[Qgis-psc] QGIS bug-fixing efforts - work on upstream libraries (specifically GEOS)

Now the list is public:

However, strk suggests to first finish the OverlayNG GEOS effort and then
see how this affects the above mentioned tickets - it might have changed
things a bit and maybe some of the above mentioned tickets are already
fixed with the OverlayNG GEOS work.
