[Qgis-psc] Purposal of Splash for QGIS - Honor Havard

Dear Members of the Project Steering Committee,

I saw the last news of the blog and I deeply sad about the loss of Håvard
Tveite.

I would like to purpose a dedicated splash screen for a version of QGIS
using the hometown map of Håvard Tveite (perhaps an LTR version) to honor
their work in the QGIS project.

This idea if all agree can be extended for others all members that are
supporting and give their love to this project.
