[Qgis-psc] Purposal of Splash for QGIS - Honor Havard

I am very sorry to hear this sad news.  Håvard was very active in so 
many FOSS4G projects (including also the MapServer documentation).  I 
support your idea to honor Håvard with a splash screen map.
