[Qgis-psc] Purposal of Splash for QGIS - Honor Havard

I feel differently, that we should not be bothering someone's wife so
soon with things like this, and, a tribute coming later such as for the
3.24 release, would be well accepted & special for the family (still
today I receive such kind messages from Sol Katz's family when each new
award announcement happens each year). I would rather give time for
the family to recover, than blasting public messages immediately (but
maybe this is my personal feeling, and, goes against the current
Twitter-post-now beliefs).
(note that I have no connection to Havard's family, I speak here in a
general sense)
