[Qgis-psc] Discussing LTR Update frequency

hi Andreas
my understanding, and sorry for not having it communicated clearly, is that
we agreed that .0, .1, .2 and .3 are monthly releases as usual. the
quarterly cycle would kick in after that.

@psc do I remember wrongly?
