[Qgis-psc] Splash for 3.22

Hi Michał

So you can chat to me if you need help publishing it on youtube. I would
suggest that we put it in the preamble of the changelog rather than in the
news section - it will be context relevant there and will have a good
viewership when we advertise the changelog in the news section anyway.
Embedding it in the changelog would look something like what we did with
the user contributed changelog video back in 3.18 (see
https://changelog.qgis.org/en/qgis/version/3.18/#qgis-318-highlights-changelog).
The changelog also makes it's way onto the main QGIS.org site too after the
release.
