[Qgis-psc] Question: review of standard development rates for 2022?

Hi Nyall, Hi Saber, Hi all
at today's psc we decided to increase the rate by 10%  to 110€/h to account
for last years inflation.

We also decided to reevaluate the rate on a yearly basis.
