[Qgis-psc] Vectorization of selective masking

Hi all

I would like to report results of the "Vectorization of selective masking" 2020 Grant : https://github.com/qgis/QGIS-Enhancement-Proposals/issues/210

This work has been completed, mainly in the following pull request:
https://github.com/qgis/QGIS/pull/47459

I'm sorry for the great delay before complete achievement of this work, It was way more complicated than we thought when we (Oslandia) proposed the QEP.
