[Qgis-psc] transfering opengis/docker-images repo to QGIS.org

Dear PSC,

Following this original discussion,

I would like to propose to transfer our repo opengisch/docker-images to
qgis/docker-images.

As explained in the QEP, the main goals:
- lower our main CI burden by dropping the docker build workflow (and its
Dockerfile)
- providing better images: no more build artifacts, proper server image
- have a dedicated repo for this

Please let me know if I can transfer the repo.
