[Qgis-psc] transfering opengis/docker-images repo to QGIS.org

Hi Denis,
I didn't find the opengisch/docker-images on your repo. Is it private?
I just wanted to have a look a the recipes.
As a PSC member +1, this looks fine to me, as long as you seem to agree
all on the solution.
