[Qgis-psc] Agreement to the requirements for contributors

Hi PSC's members,
as recently asked by Alessandro Pasotti, I formally declare to agree to 
the contributors' requirements listed at

including the "Code of Conduct", the "Coding Standards" and the 
"Diversity statement" and to abide by the Social Contract
