[Qgis-psc] Scheduled maintenance on QGIS plugins website notice

Hi Ismail

Great news! There is also the button inside QGIS in the style manager that
should be updated. The old urls should still work with redirection so
hopefully we didnt break anything, but it would be nice to use the new url (
hub.qgis.org) for the hub.
