[Qgis-psc] Reworking QEP process to use pull requests instead of issues

At the recent PSC meeting, we talked about how the reworked QEP process
will affect the grant programme process, since we also use the QEP repo
for the grant proposals.

We have decided, that we will continue to use the issues in the QEP repo
to manage the grant programme. (We've considered opening a separate,
dedicated repository, but that seems overkill).

Since I use these issues to keep track of which grant projects have
already been finalized (i.e. merged and final reports received), I would
ask you to reopen the following issue:
