[Qgis-psc] QEP 331: STAC layers and data providers

Hello,

Discussion on QEP 331 STAC layers and data providers (which now maybe rather should be called "STAC support in the oapif provider") has now been open for discussion for almost a month, and as no further comments have been made for about a week, I now consider it ready for voting.

This QEP proposes extending the browser- and datasource-dialog-based STAC support with "STAC layers", i.e. map layers that show the contents of a STAC endpoint on the map.
