[Qgis-psc] setup mail address for osgeo 'mantra' requests?

Hi

My vote would be just to get rid of OSGEO authentication signups (we can
keep support for existing accounts). The whole mantra thing never provided
a good experience and IMHO never will, and personally I don't want to spend
my time dealing with mantra requests.
