[Qgis-psc] [QGIS-Developer] Next 4.x LTR

Indeed, I misread Nyall's email. My personal take here would be that we
extend the next feature freeze to the required period to get the stability
required instead of adding new features.

But in any case, the roadmap needs to be updated as soon as possible as it
still presents 4.2 as next LTR.
