[QGIS-pt] Free Portuguese data in a QGIS friendly format

AFAIK those are made available for a fee. According to their website only
the 1:500000 product is available for free. As for other sources of base
maps, you can try the Portuguese Land Planning Authority's website at

http://www.dgterritorio.pt/dados_abertos/

they have some stuff too
