[Qgis-tr] QGIS GUI translation process.

Hi!

Currently it is not possible to translate the GUI in transifex ..
But as soon as we have a working environment for the documentation I
hope that we can switch to and integrate transifex also in the GUI
translation..

Will probably take some time .. currently both interfere and overwrite
each other when I try it - so I must be doing something wrong ;)
