[Qgis-tr] linguist vs. transifex in GUI translation

Hi!

I currently thought about the idea of letting the translation files
stay in transifex (even the ones not being translated on transifex)
just to let people know that they can join a team.

What do the Language Coordinators think about that?

But for that I would need the coordinators help. If you assign to your
language on transifex and I make you the language coordinator you will
be notified of possible new volunteers and it would be also possible
to contact them on transifex and probably convince them to use
github/linguist.

I can completely understand if the coordinators don't want to have a
new account somewhere and don't want to force you to do so but I think
it would be an idea to increase the amount of people working on a
language.

The way with transifex might also help me in getting more overview in
what language is actively maintained and where we would need more
people to help.

transifex testphase is opened already.
For already existing languages I will give coordinator access to all
coordinators I know to give you the freedom of accepting new
translators and contacting them to let them know how your language
team is dealing with the translation.
