[Qgis-tr] linguist vs. transifex in GUI translation

Hi,

Since we do have a couple of volunteers translating GUI to Croatian
language, we would be inclined to use Transifex. Drazen Odobasic mentioned
https://hosted.weblate.org, sent this proposal to Werner as well, but we
definitely vote for a hosted solution.
