[Qgis-tr] Code Freeze

Hi Translators!

Before it leads to misunderstandings again..
Code Freeze (with the following string freeze) does only mean that
there will be no new features added to the code and there will only be
bug fixes and string fixes..

There is enough time to finish the translation before the release (30
days from now).

As always please give me some time to integrate the translations
before the final release. I will take the translations snapshot
approximately 1h before the release..
