[Qgis-tr] Transifex: pros and cons

Hello Paolo.
I felt these issues coming some time a go and thus for Latvian
language currently workflow is - download TS file from TX, translate
in Linguist (check in QGIS), upload to TX. Easy, fast and high
quality. If you are a coordinator of IT language, just enforce this
kind of workflow and it will be fine.

I have always seen a requirement to use Linguist, KBabel etc. as a
good sieve to separate translators from by passers (quality over
quantity).

satisfy everyone ;)
