[Qgis-tr] Working on Traditional Chinese and some problem found

The problem here is that flags do not represent languages. Some examples

I'd say the translators for any language should choose the most 
appropriate flag for their language, as they are the ones who should 
know best. And then let's hope for no conflicts based on political 
situations and feelings.

BTW, I guess this is the reason transifex does not show any flags.
