[Qgis-tr] [Qgis-community-team] Setting rules to officially publish docs in a target language

Hello Harrissou,

Thanks for rasing the topic. And sorry for the late reply. For PT_pt, we
are failing to engage people to translations, so it seems reasonable that
the language is dropped from the builds for now.
