[Qgis-tr] New QGIS web site

Hi Stefano,

As far as I know, the decision was to not translate the qgis.org 
website. It does not concern the documentation or the Desktop. These are 
3 different projects put under the same organization in Transifex but 
they do not relate nor depend on each other.
