 At the risk of being flippant, a focused GDAL ticket should be filed in
 the GDAL bug tracker.  (http://trac.osgeo.org/gdal).

 It needs to demonstrate the problem with GDAL utilities or some small
 sample program using the API.    As there is already a ticket languishing
 on the JasPer issue there is no point in filing another.  If you were to
 file one on the JP2KAK problem, it would need to be based on something
 reproducable with GDAL utilities (ie. gdal_translate).  It appears from
 the comments above that this is not so easy.

 I do think the color mapping stuff is a promising angle, though it isn't
 particularly clear to me why it would work for gdal_translate, and not for
 qgis.
