 Still reproducable here. Add step:

 0. Load some map from the mapset you will open in step 1.

 BTW - the error message in Polish locale has a corrupted char:

 {{{
 MAPSET nie został ustawiony
 }}}

 instead of:

 {{{
 MAPSET nie został ustawiony
 }}}
