 AFAIK, Qgis uses QGR to create new vectorfiles/shapefiles by calling
 OGR_DS_CreateLayer. The ESRI Shapefile driver of OGR then strips out the
 towgs84 parameter in his morphToESRI() method. At least that's what I
 understand.
