[Qgis-us-user] Question on QGIS Browser and ipv4 dependencies

That I don't know - ping the QGIS Users list (international one) and 
someone there will most likely have an answer to your question. Someone 
may pop up here but I'm not sure of the registrants on the list. The 
other list is developer heavy.
