Hi David,
Randy's advice is spot on. Instead of using eVis, you can set up an image
widget (Layer Properties --> Attributes form) for the field containing the
path to the image and then see the image when you use the Identify tool.
But it needs to point to an actual image file to do this.
If the photos are geotagged you can use the Import geotagged photos
processing algorithm. You can then use the Raster image marker to put the
photos on a map. I have an exercise in my Discover QGIS 3.x book that
focuses on mapping photopoints.
