[Qgis-user] newbie problem with legend in Quantum core

I turned off the legend and overview map,  I can add layers just cannot manage them. 

this was suggested 


view --> panels --> legend 

view --> panels --> overview 

panels is not listed under the view tab,  I have also tried to remove and reload quantum with no luck. 

any other suggestions
