[Qgis-user] error while including headers

Hi All,
I am new to QGIS.I am using ubuntu 8.04.
I already installed qgis 1.0.0.
These things showing installed in my package manager
qgis                        1.0.0
qgis-plugin-grass   1.0.0
qgit                       1.5.7
libqgis1-dev          1.0.0
libqgis-core1        1.0.0
libqgisgrass0.11   0.11.0-2
libqgis-gui1          1.0.0
libqglviewer2       2.2.6-3-1

But when i am writing a plugin including  "qgisplugin.h",it's showing
error that,no such file and directory..Also there is no special directory
like plugins
in /usr/lib/qgis .I m not getting what packages i need to install more.
Can anyone plz help me out plz..
