Otto,

the problem is not moving the properties dialog, the problem is that 
it's too large and even moving it to the top I cannot reach the buttons
at the bottom.

pressing keys (Alt + 5) together you should be able to click on the 
properties
dialog with the left mouse button and move it upwards (or whereever).
